Flash map for portal

We just got the legal right to a city map and now need to make it into an interactive, flash environment including Points of Interest like hotels, real estate for sale or rent, bars, etc. and want to make it load fast. Also want to be able to have a zoom tool. The hot links on the map would be tied to a mysql database of business directory. Need template to upload points of interest via Admin tool as well and place it on the map somehow and make it hot area.
