PSD Coded into valid XHTML / CSS + Light Programming

I need a website coded in 100% CLEAN code. It must pass both the CSS validator and HTML validator located at [login to view URL]
I'll only need two pages coded. The main page, and an internal page. They are both included and layered in a photoshop document that I will provide to the coder I select.
Navigation must be coded in text, not images. See example for what I would like the mouse hover/current page tab to look like.
Under the logo is a large rectangle image. This must rotate every couple of seconds between about 3-4 images. I would prefer for JW Image Rotator ([login to view URL]) to be used for this, but I do not want subtitles on the images... just the images rotating.
In the middle column is a header titled "Featured Station", on every page load I would like a new station to appear. This does not need to be set up with a content management system. You can code this in javascript... php... whatever you decide is fine, as long as it changes the station on every new page-load. See the example for the fields each station in rotation needs....
