DP Coop / Link-Vault clone [text ad exchange network]

I want to have SEO-friendly text link ad exchange network, pretty much like:

DigitalPoint's Coop Ad Network [ URL: [url removed, login to view] ]

and/or

Link-Vault [ URL: [url removed, login to view] ]

with all the features those two sites have.

If you know how they work, you know what I need and you know for sure if you use or ever used them, if not- simply give them a try, they are both FREE plus extremly usefull for every site owner in site traffic terms.. you might even like them OR, just read about them on both sites, everythings well written and explained there + I really need somebody familiar with those two networks by default otherwise I doubt that project can be completed well [if somethings unclear about project tasks, use PM to speak with me, I purposely dont want to talk too much about it cause Im seeking for people who know what I am speaking about and Im sure there are many of those who know, as those two networks, specially Coop, are quite popular in the webmasters world]. Your coding knowledge must be strong in order to be able to code the system - in terms of it, you must have strong PHP/mySQL as well as knowledge of using Google API + server-side caching knowledge, specially the caching thing cause the point is NOT TO stuck ad exchange /my, linux/ server than to host as much data on client's/members side /store data in their local files/folders, hosted on their own sites/server, doing /php/ include of local files [JS include ISNT an option, we need server-side here in order to get links in HTML output that search engines can follow/rank - pure 's] instead of stucking my own server with constant remote mySQL queries/load, constant-with every visitor impression, as ads are supposed to be run site-widely, on every single page of member's site so this definitly isnt a project for coding newbies. Im sure that excellent review in project of this kind definitly brings the conclusion that you, as a coder, know the LAMP business very well -- its certanly a bit complex, but with knowledge big enough, you can work relaxed /cause I dont need this done ASAP, two weeks--month is fine timeframe/ and few hundred bucks without having any stress coming from me.

Having said that, Ill help you all the way both with my instructions (you certanly know how hard sometimes it can be when you work with webmasters who dont know what they need and what can be done, due to lack of knowledge -- I wont request anything like that, as Im pretty deep in in the <?php water so I know what can and what cant be done) + practically, with lines of code - I also earn money writing PHP/mySQL stuff but I want to outsource this due to extreme lack of time on my side, yet, Ill work together with you as much as my time/knowledge allows..

Regarding your salary, maximum money I can offer is $400 - if you want to bid higher, dont bother bidding at all.

bids that arent followed with PMs will be ignored, cause communication is priority #1, both now, in order to find right person for this + when project starts, until the end of it. If you plan to dissapper, dont appear at all.

At the end, I think its logical that I need coding, not designing here - Ill take care of design later and you are NOT expected to do anything regarding frontend aside of the things that are neccessary [ie: forms to set ads/sites etc. but all that is-HTML, without need to use a single picture]
