Journey Booking Form / Cost calculator (PHP / MYSQL)

CURRENTLY: There is an existing website that returns manually calculated prices for taxi journeys once the user has entered certain information, the details entered are: 1) Name 2) Telephone 3) Mobile 4) Email 5) Date 6) Time 7) Pick up location 8) Drop off location 9) Number of passengers Details of the enquiry are currently captured in a MySQL database. WHAT WE NEED: is for the existing form / process to be modified such that it does what it already does but performs the cost calculation automatically and now does the following: 1) Calculates journey costs between two locations, these can be either postcodes or place names (after selecting the appropriate county / category). 2) The displayed journey cost is a simple calculation that is a rate per mile for X miles and different rate per mile thereafter (these rates can be defined by the site admin – they can be numbers in a config file if that will be cheaper than coding an admin interface). 3) Rates charged can be different for each of 3 different vehicle types i.e. car, people carrier and minibus, preferred transport is selected on the form (these rates can be defined by the site admin – they can be numbers in a config file if easier than coding an admin interface). 4) Number of suitcases is also entered on the form (for informational purposes i.e. does not affect the cost calculation). 5) Journey type is also entered i.e. one way, return journey (10% discount) or same-day return journey (25% discount). 6) Four additional ‘example’ journey fees will be calculated and displayed that are 5%, 10%, 15% and 20% more expensive than the calculated cost. 7) Along with the displayed calculated journey price there is a ‘pay now’ button, if the user clicks this it will pass payment details for the appropriate amount to the payment gateway e.g. PayPal (to be confirmed). Note... that I have all the necessary data i.e. postcodes, place names, distances etc... I just need a competent and efficient MySQL / PHP developer that's easy to work with. *** When bidding please base your bid price on the ABOVE functionality only. *** OPTIONALLY: I may like the postcode, distance, place name data that will be loaded into the client's database to be encrypted (MD5?) i.e. so they do not have direct access to it and cannot resell it. If sending a PM to us please can you say how much extra you would charge for implementing a mechanism for encrypting the data so it could not be used on other websites (without our knowledge / approval). I will provide a development environment for you to use (give you FTP MySQL details etc). I am happy to escrow 50% of the agreed amount on bid acceptance and this will be paid when the functionality is working correctly in the development environment. As soon as the 50% is paid I will escrow the final 50% and this will be paid when the functionality is working on the client's live site. Thanks for reading this far!
