Mass WordPress Blog Creator

I need to hire a programmer to make a web application that automatically creates wordpress blogs as subdomains on one main domain. It also needs to have the option of using folders instead of subdomains. Each auto blog will be created by taking a keyword from a .txt list of keywords and making that keyword its own blog on its own subdomain. There will need to be a feature for the user to make the keyword list either by manual input or an upload of a .txt file. The blogs will be made using Wordpress so the program needs to be built off of Wordpress so that it is incorporated into the program. The program needs a settings control panel with the default settings already entered in. Here users will enter the settings (like cpanel info so it can create subdomain folders, keywords, etc.) and other things. . . The program needs to have a remote authentication system so we can disable user's programs immediately if they decide to refund. The program needs to have an option to upload different Wordpress templates. Also needs a setting to allow you to choose which template to use. The option of choosing only one template or the option of automatically rotating between different templates is needed. A link is needed so the user can easily view a list of all created blogs. This would allow the user to click and visit each blog and also the option of choosing to delete blogs by clicking a delete button. The program needs to have an option to change standard Wordpress settings like turning comments on/off and changing ping settings. There is a more FULLY DETAILED description in the attached zip file.
