Need some clean up on our signup page and some paypal work.(repost)

We have a sign up form, currently, that requires you to make some selections to complete the sign up process. For example, you must click a certain amount of radio buttons , if you do not, it will alert you and you need to correct the issue. The overall number of buttons needed to be clicked has changed, so the coding needs to reflect that. Should be easy. *Just noticed the page does not load completely in Internet Explorer. Must be able to view through Firefox and fix this minor issue as well. For some reason, it does not seem to load the footer completely, when viewed in Internet explorer. Now for the Pay Pal portion of this project. We currently use pay pal as our gateway and it works fine, but people are getting really angry because they are getting confused, when it prompts them to log in to a paypal account to complete the transaction. They are not seeing the small link that tells them to continue without logging in. Anyhow, we need the Pay Pal API option setup on the check out so that our users do not have this problem anymore.
