Setup API Command to Update a Record

I need someone set up an API command to delete the old record and add a new record. I have all the API docs you need to use which consists of a user clicking on a link in an email from us that will say "Update Email Address". Once the user clicks on the link it will take them to a URL where they can enter in their new email address, save it, and then this will update the information in my account with their new email. Should be very simple task.
