Skills, what may be helpfull in this project: 14 years in C/C++, 4 years in Qt Creator (software interface can written with Qt to minimize operation system dependency), also 18 years of asm experience, in case if some low level hardware programming is required. Software interface also can be written in C# (5 years experience). I guess, you probably need some different variants of washing equipment actions depending on car model. Currently I have some other work to do, but this work leave me some free time, so I can work for your project about 20-25 hours in a week.
