This first part may be written in perl or php.
There is a constantly updated file on the local filesystem (linux) that needs to be checked every 60 seconds to confirm that:
1) It is present and accessible
2) It has been modified since the last check
If it is present, and has been modified, do nothing.
else
If it is not present, or has not been modified:
Then send out a single email to notify a user
If the file is STILL not active after 300 seconds of the initial check, send out another email to a different email address.

Additionally: a web page called [login to view URL] (on the same host again) should be created which 3 states.
State 1) When everything is okay. Just display the word "Fine" in green text with the current time
State 2) When the first email is sent: display the text "1st Warning sent" in orange text with the current time, and timestamp of the warning.
State 3) When the 2nd email is sent: display the text "URGENT. Attention required" in red text with the current time, and timestamp of the warning.
These pages should autorefresh with javascript.
