Need Perl script to copy files/folders from one cpanel account to another

Hello, I need a PERL script (that I can execute via ssh) to copy all the files and folders from one cPanel account to another on a different server. The scenario: I just bought a new dedicated server with a different hosting provider, and instead of downloading all the files/folders from one account, then uploading them to another account (wastes too much time), I'd rather ssh in to the new server and execute a perl script which remotely copies all the files from the old cpanel account and puts them in the new one. I'll obviously need to be able to configure the remote ftp username/pass as well as the server folder location to the public_html directory on both the old and new server. This script must keep the file/folder structure perfectly. WOULD BE FANTASTIC IF THE SCRIPT CAN ALSO KEEP FILE PERMISSIONS INTACT! Such as if a file/folder on the old server is chmod 0777 on the old server, when the file/folder is copied to the new one it automatically chmod's it to 0777. I can't use cPanel's built in method of copying an account from server to another, this has never worked for me. This script should also by-pass folders such as cgi-bin and _private folders for example. EVERY other folder/file needs to be copied.
