Convert portion of site to French

Our website is database driven...

From there our partners also each have their own websites that they can log in and admin/edit basic details.

Each partner then also has a website that consumers see representing their territory...we host all the sites for our partners.

Here is the main project:

We have a client in Quebec who needs their 'consumer' version to be in French instead of English.

We need this done without disrupting the other pages, as again the entire website(s) is php/database driven and it appears the edits are static throughout the partner sites.

I did not build this website or the back end partner sections, so I am open to suggestions so long as they work :)

If you understand what I need, please give me a price range and time estimate...I can provide access to control panel and database as well.

Forgive me if details are not exact or enough...so feel free to ask questions and I will provide the information.
