This is phase one of a multi-phase project. The first phase is to create a 'clone' (almost) of a site like ScriptLance.com. The site will have Buyers who create projects and Codeers who develop them, and allow the Coders to bid on projects. Features should be similar to Scriptlance with similar ranking for coders and buyers.
However, no payment mechanism should be implement at this stage (the final product at the end of the stages will differ significantly from RAC, ScriptLance, eLance or any of these coding sites).

Use a templating system for the design such that design int he future can be easily changed (may be part of PHP framework used)

Thank you all for your bids so far. Just to reiterate, I envision this part to not be a full-featured clone of ScriptLance or RAC< but to rather incorporate the core functionality of those sites, including:
* User profiles
* Project listings
* Simple process to post project, to bid on projhect and to accept.
Nothing else at this stage.
