Drupan design and PHP for new site

I am setting up a website that has information about the different States of the USA. You have just have to create a theme for Drupal that closely resembles this Wordpress theme: [login to view URL] You should know Drupal and be able to have the site ready for someone to just login and enter the content. I also need to have each page load information out of a MySQL table. I have the data in a CSV file. You would have to put it into MySQL and design page templates to load the data. There will be a page for each State. There will be a page for State birds, State flowers, State songs, etc, etc that will load all of the States on that page. There will be a menu that lets you go to these different data categories, and a dropdown menu for the States.
