Program Website That Removes Unused CSS (No Design)

I need someone to program a site that can cross reference javascript, css and html files to determine which CSS selectors and lines are unused within the larger scope of the website. The web app will then allow users to customize and download the cleaned CSS files.
The site should be able to:
-Provide email notifications
-Allow new users to sign up
-Have paid and non paid users
-Provide reports and custom download options for CSS files
-Search Javascript for CSS
-Follow import commands in CSS
-Allow users to preview and customize file download
-Keep track of paid subscriptions
-Use a paypal payment method and grant access to cleaned CSS files based on payment
-Allow users to enter login details for pages requiring authentication
-Allow users to excluse directories and pages from site scans
-Provide simple HTML invoice
-Have simple contact us form
-Allow users to save previous site scans and manage them through basic settings described above and perform rescans
