A.I. For Tic Tac Toe

I need a function called computermove. Enclosed is the project to work off of. There are two levels. The first level is okay because for level 1, it will generate random moves. However, if level 2 is chosen, then it should find the best move possible. The game is called Tic Tac Toe. The object of the game is to get three in a row either up, down, across or diagonally. There are 9 squares total. Do not worry about the Winsock because this is part of a large project. I would prefer to not make any changes to the structure; however, if you do, then you must make changes to the Winsock dataarrival and other places so it will process properly.
