writing dll for serial port and using in vb

Hello,

I've to write a dll in C# to work with the serial port. (Com1)

To the serial port pins will be send a "0" or "1".

My serial port is connected to my own made plate.

In a VB programm I've to check after which time from sending out of the serial port 12V and the time I'm getting a "1" to a pin.

Every help is welcome. A great rating is for sure if you help me.
