Add a access management and roles for admins

The requirement is to develop a management access system for the administration of a classified website with 12 Country specific domains, the features of the 12 domains are all the same. The current admin structure in the website is as follow:
A Master admin: can access all Domain-admins from one website , can only change their password and use the admin account.
for example: The Master admin access the admin for [login to view URL] and can change the admin password, or access it to adminstrate the [login to view URL] website.
The Domain admin, can administer the website of his country.

We would like to improve that by developing management roles for the admins, and the ability to add more admins in the website. and give them rights, details is in the document.
