Code PSD into Standards based html and css

We are Looking for a standards based html and css coders to code layouts from photoshop files. Attached you will find a sample grey box layout. This is to demonstrate the style of the sites that we will be requesting to be coded. We will also be looking for you to code the interior layouts as well. Your code will be used to make templates for the website, so the html and css should be well commented and easily split into snippets. (header, footer, nav1, nav2 etc...) Menu's should be plain text and formated using ul and li tags (at leaset for the left navigation). We would like to know your cost to code per page and/or your hourly rate with an estimate of how long it will take to code the sample layout provided. We will have about 1 to 4 project a week to provide to a freelancer that does excellent work. Strong English skills are a must! US, UK and Canada freelancers are prefered.
