culture website

i would like to create some kind of "cultural" webpage, i think this is a very small project because its almost the same as a blog webpage, but i would like a better design.. i want a webpage that allows the visitors to know "what to do" in our city in each day of the week, of course with some recommendations from me with some links of "sponsored places". So.. the webpage should allow me to post new places to visit (restaurants, museums, parks..) in different days of the week should allow users to register and create a database with their emails, then they could comment the places have links to great places "sponsored" ones.. its some kind of "smartshanghai.com" but the older version, this new is too advanced for my city.. thank you
