PHP / MySQL / Simple Website and Logo Design

Here's what I am looking for... I want to develop a website ratings directory. Basically a Top 10 Listing of Business Opportunity Websites that visitors can Rate and Comment on them. The Home Page of Site lists Top 10 Sites with Name of Site (hotlinked to URL I provide), description I provide, Comments, Votes, Rating. A Next Page Option to Keep going through list for sites rated 11+. 10 Per Page. (Configurable.) User able to leave Comment, Vote Up or Down and leave a Rating Once Per Site (Scale 1 to 5) based upon IP and Cookie. (Admin must be able to change or delete all these settings at will.) All Comments Must Be MODERATOR APPROVED. (Email sent to a specific email address with a copy of the Comment with a direct URL link to approve or disapprove it.) No mention should be made to user that comments are moderator approved until AFTER they submit a comment. Link for users to submit (recommend) a site for us to include in the list. Must be moderator approved before it is listed. The look and feel of the site should be similar to RateYourSurf (dot) com and RateYourHyip (dot) com. I want the same options – Search, Online Support, Latest Votes , Latest News, on Left Side, Text Ads on Right Side. Buttons for HOME, News, Advertise, Support, Add/Recommend Site. Same banner positions open for advertising. (2 728*90 at top, 2 468*60 banners, 1 at the very top and 1 below the 2 bigger banners.) See rateyourhyip (dot) com for comparison. Ads should be managed in the back end by Admin. We shouldn't have to modify the source code to change/update ads. Should be automatic removal once they expire. Need Logo designed that promotes the name of the site as well as being flashy and related to Work at Home. (Money, Happy People, something that denotes making a lot of money at home.) Logo will be placed in upper left corner like the hyip site. Must Be written in PHP with MySql used for the database. Any questions? Let's discuss!
