Update 4 websites and make responsive for mobile devices

We have 4 websites that are exactly the same design. We need the top photos changed to where they are taking up 2/3's and have the left over 1/3 with a kudzu review feed.
Also each needs to be coded responsive for mobile devices, tables and phones. We have a specific method for doing this that only involves a little js and css. Very clean and easy.
