Integrate API for making calls and sending SMS using C#

I need you to integrate the Skype API (some say it can't be done with Skype api, if so please suggest some other) in a sample Visual Studio Express 2008 C# project. This needs to be standalone. no skype or anything else running because it will be eventually integrated to a web server. I need to be able to send SMS and make calls from the code. the system just needs to play a recorded message or send an SMS. no integration to any db or front end is needed, you can run it as a command window app or create some unittests. I just need the layer that sends and works with the api separated from the part that shows that the whole things is working I just need you to demonstrate that the Skype API can do the above two things. For a test just make it send 5 SMS messages and 5 calls. The calls should play the 5 wav or mp3 files that you create. the sms messages can be hardcoded in the test part of the code.
