Need Microsoft technology architect to fix the architectural issues of .net application

Seeking c#.NET, SQL expert with at least 7 years of experience with few years of WCF/WPF and .NET 3.0/3.5 experience to fix following performance issues with existing .NET 3.0 software. Issue docs attached.
