Sending Emails Automatically

hello

I am looking for a person who can write me a program/script that can send emails automatically using outlook2003(xp pro) or php scripts. I need to be able to specify certain times of the day, week, month etc.

please pm me if anyone can help or has an answer to do it a better way.
