Since you mentioned PHP, but you also mentioned a desktop application, I'm assuming the backend API is a web call? How many different numbers are you retrieving, how large would you like the overall application display to be? I would propose a simple C# Winform Application that had the buttons for the options you described and then the various results displayed.
