XML conversion to 2d array in PHP

I need to convert generic XML data to a 2d array using the same rules that Excel uses when pulling in xml data with no XSL file.
The code needs to be a class in PHP.
The output should be a numeric indexed array (0-n) with each entry being an associative array indexed by the column names (I'm open to other suggestions on this if it makes the class simpler).
I've attached an example xml file and also the CSV equivalent, I'll redact some data in another larger file and upload this later.
I've uploaded an example CSV and XML file, not sure why they didn't get attached the first time, sorry!
As I say these are purely examples, the class needs to utilise the same rules as Excel when opening XML files as they could contain any column names and data (the naming must adhere to the Excel rules).
