Add a Delay/Loop to my small php code. (Cronjob)

I have a friend adder php coded. I want to automate it. I want the program add friend usernames from a textfile "[login to view URL]". I want the program add 60 usernames form [login to view URL] each 1 hour. Code is ready, Just need to implement the 1 hour delay. and the loop. It's like cronjob. But I don't have hosting or cpanel.
