Hi, About the doc you shared it is clear that you need to have a search based health blog with a discussion forum. This can be done with WordPress with a great looking custom designed theme. As this is health related blog I assume there will be lots of photos which will be used to make users more clear about what they are looking for. This can also be implemented with WordPress. I can complete this in a few days, also I have one suggestion, if you have the document that lists all the symptoms with their possible diseases, we can use an expert system, expert systems takes in the values processes it based on some rules and outputs the possible disease.
