Build me a website including Android and iOS Apps

Hello we want to setup a website and apps like shown in the following links... see also attached details. our project should be a combination of these both links: [login to view URL] [login to view URL] Let me tell you what I really want. On top i want to have a admin panel for me, where i can give out different permissions for the different functions to the companies/clients as required. On the admin panel, i see all functions and i am able to switch on or off the different functions for the clients. I want to set up an freight bidding marketplace, where different clients (transport companies and industrial companies) are able to handle request and biddings. These will be all my clients and they only get charged an yearly fee for using this whole platform. So they will get once a year an invoice from us. When companies want to register, they have to give all information into a registration form and when we checked it, we will give them the login informations for the platform/marketplace. No need of other payment options, for the first time. For example, industrial company "X" has set a request into the bidding marketplace and company "X" has accepted the bidding of transport company "Y", so transport company "Y" will make this transport and after the transport company has completed the transport (sent all POD), automatically an invoice should be created from the transport company to the industrial company. So again no other payment options required, only invoicing! Then I want to have an Android and iOS App for the drivers. For example, a transport company has got 10 drivers, each one has got a mobile phone where he could set up the driver app. When the company wants to have this app for their driver, they have to ask me and i will give them the login informations for this app for every single driver. Then only the transport companies should be able to dispatch all orders. That means on one side the transport company should be able to dispatch orders from the freight bidding clients when they accepted their shipment, but on the other side the transport companies should be able to dispatch their own shipments from their other clients outside the bidding platform, as well. Every time, every shipment should be trackable, so that the transport companies can give out tracking links to their clients.
