Condo Bill Management - Philippine Developers only

Develop a system to manage billing or 'statement of accounts' of condominium residents or tenants. Browser accessible by residents and building administrator. Written primarily in PHP and MySQL. GUI will not be a heavy requirement for this project. That will be tackled as a separate project.
