Creation of a program for monitoring running processes and loaded into an specific project

We need an program which should be used as an Anti-Cheat Client for San Andreas Multiplayer, an Modification for Grand Theft Auto: San Andreas. The program should be able to scan the directory of the game for forbidden files, managed over an databse filled with file-hashes. If the program founds an Folder named "CLEO" or "cleo" inside of the game directory the files inside of this folder are scanned using an whitelist system. Inside of the game directory are some .img files including the whole model-files the game is using. Some of these model-files should be scanned for modification. If the program doesn't detectet any kind of forbidden file it starts San Andreas Multiplayer and connects the User to the specified server. The User should be able to specify his username and his unique identification code (which will be generated by our website) somewhere in a settings dialogue. Only if the username and the identification code/key suit each other, the user should be able to launch the game. When the game is started the program should scan the processes for forbidden ones. If it detects an forbidden process, the program should communicate with the gameserver and should send informations about the detected process (filename, hash, path?). The communication should be encrypted, you should choose an suitable way for the communication, maybe via PHP. Furthermore, the software should be able to read specific areas of memory to be able to to check out for special forbidden values. We need the whole source code of the program to be able to edit its GUI by adding images etc.
