Free Wi-Fi Login to Collect Email Addresses and Backend

I own a restaurant and offer free wi-fi to my customers. I am looking for a way to collect (valid email addresses) information from customers when they connect to my wi-fi (NetGear Nighthawk x6). I need the customers to fill out an online form (Name, phone number, email address) before they connect to to the internet.
I also need a backend built that allows me to view the data in the database and create automatic email blasts to those people that have accessed the internet at the restaurant. This interface for the backend should allow me to create HTML emails with images. I need to be able to create groups that tags those email addresses every time they login and connect to the internet at the restaurant. It also needs to have a function that allows me to "hide or disregard" employees that have cell phones that connect when they come to work everyday.
This application must build in Java EE 7 without archetypes like JFP, Maven, Bootstrap, etc. The backend must be pure JSP.
The person selected must have strong networking skills with routers, and web application skills. I really look forward to hearing from you.
