Get unique values from MySQL (with a twist)

It means that there will be multiple cities E.g. City1 = 50 rows (we need to show 20 rows form this city1) City2= 30 rows (we need to show 20 rows form this city2) What if some city has less than 20 rows in MYSQL table? I will be using MYSQL..Please share with me the sample table with data.
