modify php scraper using some mathematics

One of the elements extracted is distance, which I would like to modify This distance once rounded off will either subtract or add (based on the condition above) Lets say we have for example a time of Time = 0.87.5 at a distance of 830 First round up distance to nearest 10 i.e 833 = 830 Then we round off again to nearest 100. 830-800 (with a remainder of 30) Then we will use use an algorithm below to determine how much time to add to the final time.
