PHP developer required to fix bug in script

Need an experience php developer to fix a bug in a script.
The script comprises of around 3 or 4 small files.
The script downloads images from the internet and reuploads them to another php script.
Thee script works on the developer's server but doesn't work on my test server.
I have a feeling the issue could be with permissions or a setting.
The issue seems to be in downloading the file.
I would like the developer to
1.) get this working on their local machine
2.) once working on local machine the user needs to get it working on the test server
