Ridesharing or carpooling website

I want to make a simple ride-sharing or car-pooling website. I have entire specs, design and details available with me, which I can provide on-request. It should be a site similar to [login to view URL], but with much less features. Think of it as a minimum viable product of a car-sharing site. One important thing is that you should know how to implement google maps api. This is an easy job which can be done in couple of days if you are an experienced developer. This is currently a low-budget project which I would like to get done as soon as possible. In the near future, I would want to make android and IOS apps for the same, so the website needs to be build keeping this in mind that it about this. I had previously posted this same project here twice but it was incredibly hard to choose a good freelancer based on the proposals I got. Please dont send me generic proposals instead please answer the following questions. 1. Have you previously done any project similar to this? If yes, mention it's link. 2. Give me link to the best project you have done till now. (Maximum two links please) 3. How quickly can you deliver the first version with basic features? I would highly prefer someone who can deliver the basic version as soon as possible. 4. Which language/frameworks will you be using? I personally prefer PHP, but other languages are acceptable if it is good.
