need to make a whatsapp api in php

I will fetch standard text (with multiple variables)

and file(pdf/doc/xlx) from server and shoot it to a number/multiple numbers.

I have a file on server
you are my client, I want to send it to you and many more people like you
on just a click
your number is also saved in db
it will be like
as shown in screenshot
want to send the messages and the files from the web to the target users
