Automate desktop app in WIndows

We're searching for a developer with expertise in desktop automation. The task is to develop a script that executes programmed actions inside Windows and the Spotify Desktop App. The programmed actions include the following:
- Connect to an external server via endpoints to get the required information (account, tracks, VPN, etc.)
- Connect to VPN (via OpenVPN)
- Log-in (or register) using the Spotify app
- Automate actions inside the app to listen to specific tracks/playlists (provided by the external server)
- Report work done back to the external server
I'm particularly interested in the technology they are expertised in, wouldn't like to work with java and prefer python/javascript and more common and efficient languages
