The objective of this scope of work is for a qualified Facility Management (FM) to consult, review, identify, address and advise on organizational, manpower-level, operational processes, availability of infrastructure, service delivery, financial and tenant management issues and services (best Tenant services) as commonly found by Facility Management entities in managing established, and new properties.
a) Organisational & management effectiveness
a. Strategy advisement for a five-year FMD strategy plan
b. Review of general FMD policies & procedures
c. Organisational hierarchy review in terms of fit-to-purpose of responsible property
management
d. Level of required manpower fit-to-scale of property management
e. Adequacy of necessary infrastructure: information systems, financial and
accounting, tenant management and service communication, physical cheque and
contract management, etc.
f. Adequacy of information dashboards and reports and appropriate KPIs
g. Service Quality criteria and suitable certifications
b) Leasing & Financial Control reviews
a. Review of operational procedures
b. Unit inventory management (project, property, and units)
c. Lead and tenant on-boarding management
d. Search and shortlisting of units
e. Offer Management either through direct inquiry or raffle process
f. Document and contract management
g. Approvals management
h. Post lease functions – renewals, end of contract termination and early termination
i. Financial management and cheque management
j. Customer service management of tenants
c) Technical & Services Management
a. Outsourced service provider management
b. Case management of tenant technical issues
c. Compliance of local regulations
d. Document management
e. In-house technical service delivery and coordination with Leasing & Financial Control
teams
f. Best communication with the tenant –customer satisfaction, improving current services
