username and password /Apache Linux WebPage /cookie

Need a username and password to be added to an Apache Linux WebPage with a cookie to be used and expire when site closes or 24 hours? The cookie should allow access for the authenticated user and copy to anther folder for the other site to be authenticated (I can take care of the copy). Can you use Linux Usernames and Passwords? What other things should I be asking, discussing or missing? Is $10 ok? (If not how much?) (Did I miss something?) (sorry I am broke, but that is about my budget) Is this something you can work on now? If not now; how soon ? We can work on Google Hangouts or any desktop sharing you may have?
