After Effects Animation Plasma Torch Cutting Out Logo

I have a 3dmax file of our logo, which I can export into other formats if needed. We want a photorealistic animation showing the logo being cut out of an industrial scratched dark piece of steel with a plasma cutter (don't need to show the actual plasma cutter torch, just give the illusion of a plasma cutter with bright light and sparks that fall and bounce off metal). The "S" logo shape that is cut out falls forward and off screen.
Want lettering and american flag stamped at an angle that says "Made in the USA", give the illusion that this has been etched into metal.
Then zoom out, our actual graphic logo is superimposed over the cut out "S" and the text of our logo then appears. We have logo assetts in Illustrator file.
Would like project composed with After Effects, and if you need to do renderings in 3d would need that done in 3dmax.
