Powershell or batch file script to create multiple files

I have a very simple project... I have an rtf document that I'm using as a template. I'd like this template used as a base to create several hundred new rtf files I'd like a script to copy the original template rtf, rename it and save it in a different destination folder. The names for the newly created files would be provided from a csv. So basically my template rtf is used as a base to create 100-150 new documents with their respective names being read from a csv file. No formatting is needed for the newly created rtf files. They just need correctly naming from the list of file names in a csv. The script needs to be documented and have simple error trapping. I'm flexible in what scripting language you use but would prefer Powershell or vbscript or a simple batch file. I am on a Win7 / Server 2012 environment.
