Magento expert needed phase 1

I need a Magento expert for a number stores that I have planned. They must be able to take a design and integrate it into the system. The design will be created by myself in photoshop which I will hopefully be able to get advice from the chosen applicant. The system must be secure, currently the payment system will be paypal but will be expanded in the future. This is phase one of the project so to speak which I will need to find out design limitations etc. I am willing to pay for a initial discussion with candidates that have a high knowledge of the system so they can point out design issues that need to be adhered to in the psd file. The candidate must speak excellent English and must be available on msn to have the discussion. Im not interested in bids by people who just edit templates they must be able to take a design and develop it into a theme. I also need to communicate with the user and need good explanations so that this them can be developed further by myself in the future. I need to see a good portfolio of eccommerce work by the chosen candidate. Phase 2 will be posted as a separate project to the chosen bidder or negotiated privately after initial discussion. There is a lot of work for the chosen candidate as I have currently 11 ecommerce projects waiting but I am sick of paying for single licence products and am looking into the open source route. Please only bid if you are experienced - no time wasters please and I must see previous work or the project will be cancelled and I will look elsewhere. It's an excellent opportunity for experienced magento developers. It doesn't even have to be the magento system, it could be another open source system which is why I am posting the project in two phases. I have some example sites that I like and would like the project to be a similar layout if possible. Please understand this is the initial phase of the project not the development which is why budget is low. Thank you for your time
