Scrape and mailing maintenance

We have an existing system of which focuses on one seed, scrapes content, and populates our data base. The system then manages exporting of contact data for a mailing operation. We need assistance in maintenance of this system. We need solutions on our mailing operations. Our system is comprised of three modules currently. 1. Crawler 2. Email 3. Console ( a user interface of which allows the management of various platforms and operations. The system essentially performs the following: 1. Crawl a seed, for example something like a public bulletin board , based on a given Category and Keyword(s) for search, for a given Country and State etc... 2. For a given parameter, perform a search on the site. 3. For all pages of a results found extract the key information on page and update the same to a MySQL database. 4. Monitor the status of the crawler run and maintain a log of errors and urls scraped. 5. export the extracted info from the database to .csv format. 6. Import the info from exported .csv file to Email service providers serer [login to view URL] the info to create a targeted list for specific email run 8. send emails to contacts on the list and monitor status of emails 9. provide an online interactive console through which the system as a whole can be controlled and monitored. 10. Provide reports giving useful stats info on crawled data several other data set management functions ** essentially we have had to keep on top of the crawler code as to the seed site makes simple page orientation changes of which hamper operations. We need to maintain counter code changes. We also have not had success using a third party Email Service Provider since in the US under the CamSpam act we have been misinterpreted as spamming of which this marketing campaign is not doing. We are target marketing end users whom have expressed an interest in a goods and service of which we have affiliation with supplying. We require an email solution that would have the appearance of a user generated, email comprised of simple text. It is key that the emails be able to respond to the original address and need to ensure a high open rate by staying out of spam box, filters etc. something of Ip rotating technology is what we require. We also require solutions for email to sms. we are well aware of off the shelf pricing in mass emailing and email to. sms on the market now. we need creative solutions beyond using third parties. We have had issues with access to our developers for various reasons and need to add more to the team. must be able to meet three times a week on Skype to discuss development and strategies, schema and results. Must be able to analyze existing systems and arrive a quick understanding of system. Looking for someone to work on a hourly rate or a per event basis. would be running the operation on our side and on your side as well to ensure constant scrape, populating of database and mailing to the point that the system is almost in real time. for example on the above mentioned site, users post pages of which we are looking to extract contact info from, we do this now with success but as mentioned need to often modify code to keep current with seeds changes.
