Skype API Integration / Windows executable

We need to develop a system that does the basic "Press 1 for sales, press 2 for support" when someone calls. We need someone to do the first part of it. The rest we can do ourselves. These functions are needed: 1. Answer Skype (automatically when someone calls) and perform a Sendkey for a specific character (so our software know the phone has been answered). Then the phone number (as Sendkey) so we can log the phone number. 2. When the person who called press a keypress on their phone we need that translated to a keypress (so if they press 1 on their phone, your software converts this into a Sendkey command like a normal keyboard input as the character 1) 3. We must be able to transfer the current phonecall in Skype to someone else (i.e. [login to view URL] -transfer "skypeaccountname") (can also be phone number like [login to view URL] -transfer "+468123123") 4. We must be able to hang up the current call (i.e. [login to view URL] -hangup) 5. We must be able to play a sound file to the person on the phone, either using normal PC sound output by configuring Skype - or if that is not possible though the integration (i.e. [login to view URL] -play "[login to view URL]") We need it to run on normal Windows 10 computer with latest version of Skype. (it does not have to be C# or C++, just had to pick some skills - it can be any language but please specify what you want to use)
