Write a Windows program for recording online roulette data.

I need a program written for windows that will record parameters from within an online casino video stream, and write these files to a csv text file in a specific format. It should work as follows, and each parameter will need to be recorded and output to a txtfile. 1. Button is pressed to engage timer no. 1 when ball is released, pressing this button again should end timer no.1 (and no. 2) and the number of seconds be displayed and held somewhere ready to be written to the text file. 2. Once timer no. 1 has started, I will need to record the rotor speed. I want the program to scan a specific x,y location/box for specific pixels. The best way to do this might be to rely on the green zero of the roulette wheel and somehow give it a small image containing these pixels. The program would crosscheck these green pixels with the x,y location. Maybe use snag it? ---> Once it sees the green 0 once, it should start a separate timer (timer no.2) for rotor speed. It should then record the millisecond value for each revolution as the green zero passes with each revolution and display it each time it records a new revolution. There should be a box to input the revolution time in milliseconds so 5700 would be 5.7 seconds. This box will then output this number to the text file. 3. There should be a box to input the current spins winning number. (Manually inputted by user) 4. There should be a box that displays the previous winning number (recorded from before) 5. There should be a toggle/box to record whether the spin was anticlockwise or clockwise. 6. There should be a box called "Dealer number" that allows me to input any number as I choose. 7. There should be a box called "Diamond Hit" And if it is ticked/enabled the output should be "A" and if it is not enabled the output should be "B" 8. And finally, once all these values are ready for a specific spin, there should be a button that performs the write function to a textfile of the user's choice. After the recording of one spin, the current number should move to the previous winning number and the process should be ready to repeat itself. All these values should be output as outlined in attached text document. Please either use Google Chrome or Mozilla Firefox for grabbing the window and x,y location for the rotor speed.
