Fix my Cloud SQL issue

Hi,
I have a database on Google Cloud SQL and a website, hosted on a basic Namecheap server. I want to show what I have in my SQL DB, on my website.
To do that, I have to enter the IP of my Namecheap website, on my Cloud SQL dashboard to authorize the communication between both parts.
I don't know why, but even if I put the right IP of my server, it can't connect to the SQL, it's just like the IP of my server was changing or something like that.
But on Localhost, I can connect to my SQL database, so it seems to be an issue with the IP of my Namecheap server or something around that.
If you think you can solve this issue, please let me know.
