Registered users in India

Need 10000 registrations to my web site, it also includes providing 5000 actions in the website like posting for sale/auction, Classifieds ads, advertising businesses, start a store front for any business, writing up CV Resumes, generally I want the site to feel like it is being use by lots of people. I want it to have an Indian user base for at least 80% of registered users, I don't mind if you advertise and promote website to get the registered users, all I'm after is 10,000 registered users, 1500 Facebook users who have hit the "I Like" button.
