Hi There, Checked your description, I'm able to do the translation and voice-over both. But unfortunately your price is a little bit too low, especially for voice-over. Because we are not doing the voice-over by phone recording. We are doing it with the professional studio equipment. It's around 10~20USD per minute(depends on which voice you choose as I'll provide different voices for your reference). So the voice-over part is quite expensive actually.
