Modernise an existing application: update the look and migrate the app to Python (use of Mercurial is required) - repost

*** This is a re-post: we had awarded the project, but the programmer did not deliver. ****

The successful programmer will be given the sourcecode of our application (written in Visual Basic): s/he will update the look and migrate the app to Python (use of Mercurial as the version control system is required). The resulting application must retain its existing functionality and work in all versions of Windows, from XP through Windows 8.

Bidders are requested to examine the attached file (the file contains a video of our existing application) and propose a new look-and-feel for the application. We are looking for a more modern look that retains the same functionality, something metro-like, similar to the default look of Windows 8 and Gnome 3. The proposal does not need to be detailed: images taken from other applications is fine. But it should be clear that the bidder has examined our file and given some thought to how the new look would be implemented.

We will select a bidder based on these submissions, as well as programming ability, professional reputation and other factors. The successful bidder will be given the full application, in order to develop a detailed plan. The selected programmer will then provide this detailed plan, there will be some back-and-forth discussion, and the programmer will implement the approved plan, re-writing the entire application in Python.

The resulting product will be tested for loss of functionality.

The successful programmer must use our BloodHound ticket system to request feedback and to provide comments on ongoing work, and to upload files.

The successful programmer MUST use Mercurial for version control.

We request that the programmer demonstrate professionalism:

- address any issues that are created as a direct result of your work

- respect deadlines; when required, request extensions before a deadline arrives

- expect answers from us within 2 business days

- test your work thoroughly before requesting our confirmation that the work was successful

- provide weekly progress report, every Friday.

Along with your bid, please provide a statement whereby you explicitly mention that you understand these requirements; that you are prepared to use Mercurial and the Bloodhound ticket system; specify the widget toolkit that you propose to use; and finally, your expected timelines.
